Arunachal flood situation worsens, Govt sounds red alert
Student drowns in Balijan river, 6 relief camps set up in Lohit
Tezu, Sept 20: Overall flood situation in Lohit remains grim for the consecutive second day today. One person has been swept away by flood water of Balijan river and altogether 6 number of relief camps have been setup in the district. Tezu is still cut off from rest of the country.

On the other hand, 31 people were rescued from the flood of Balijan river in Sunpura circle by a contingent of 186 CRPF led by R K Gupta, Deputy Commandant and Tezu SP Kuruvilla today. A total of 94 students of VKV Sunpura have been shifted to VKV Tafragam as the school and hostel buildings at Sunpura has been inundated by flood water. One relief camp has been opened there for affected people. Govt officers are camping there to take all necessary arrangement.
Meanwhile, Parliamentary secretary, PHED Karikho Kri along with Deputy Commissioner R K Sharma visited Sunpura circle and took stock of the flood situation. All necessary steps are being taken and strict vigil is maintained.
In Chowkham circle water level of Lohit, Kamlang and their tributaries is on rising trend and crossed the previous highest level of June last. Alubari, Nopatia, Mabira , Morapat and its adjoining villages are totally cut off as water of Lohit and Sibiri has been continuously and rapidly increasing. In Lekang circle 35 houses are submerged at New Silatoo village due to overflow of Noa Dihing river. The local MLA C T Mein, whose house is also submerged in flood water, is monitoring the situation. In Dharmpur area also flood water entered into 38 houses. Affected people are shifted to safer places like school buildings. Flood water caused damage to the newly constructed embankment and entered into the agricultural field.
In Namsai circle Menkengmiri, Jona and its adjoining areas are affected by flood and erosion.
ADC Namsai alongwith officers of water resources department, other officials and public leaders are monitoring the situation there.
Altogether five number of relief camps have been setup in Namsai. Services of 9th ITBP and 186th Bn CRPF have been requisitioned for relief and rescue operations. They have been extending all help and assistance to civil administration.
Continuous heavy down pour in Bordumsa circle as well as upstream of Nao-
Additional Deputy Commissioner Kento Riba rushed to the flood affected area early this morning and took the stock of flood situation. He interacted with the flood victims and alerted them to move to the safer places with live stocks to avert any flood related incident. A board is being constituted to assess the losses/damage caused by flood.
Ten quintal of rice and one quintal of salt have already been dispatched to flood victims as an immediatel relief. The administration is constantly monitoring the situation.
In East Siang district, continuous downpour since last few days has left a trail of damages.
Meanwhile, the East Siang Deputy Commissioner R K Mishra in an emergency meeting today directed heads of all the departments to extend cooperation with man and materials and make use of the Disaster Management control room at his office. Informing that the district administration is well prepared to face any emergency situation, he instructed all the officers not to leave station without intimating the district administration. He further instructed the BRO, PWD, DUDA etc. to work on war footing specially to clear the water logging in different parts and colonies of Pasighat town. The Deputy Commissioner also instructed all concerned departments to immediately asses the losses.

Meanwhile, continuous and heavy downpour in recent weeks has again prompted Chief Minister Nabam Tuki to sound red alert across the state.
Expressing concern over reports of heavy floods and damages in Lower Dibang Valley, Changlang and Lohit districts, Tuki, who is in the national capital, today directed placement of Rs 10 lakhs each with the deputy commissioners and Rs 5 lakhs each to independent Additional Deputy Commissioners of those districts for immediate relief measures. The chief minister further directed constitution of disaster management and mitigation cells in the districts to monitor the situation and launch rescue and relief operations as and when needed. He has also ordered for opening of relief camps wherever necessary.
Tuki is in constant touch with officials concerned and the state police since reports of flood, landslides and disruption of communication poured in from across the state following heavy rains.
On the directives of the Chief Minister, the Chief Secretary has issued strictures to all administrative officers, including deputy commissioners, police and district officers in the districts to remain alert as well as assess the situation immediately and submit their reports. Similar orders have been also dispatched to the Disaster Management department to alert all the District Disaster Management officers in the districts. The department has been asked to coordinate with the police and the medical department to provide immediate relief and aid to the people affected areas. Tuki called upon the people, especially those residing in vulnerable areas, to remain alert and adopt immediate preventive and safety measures. To those who are residing in lowland areas, which are dangerously prone to inundation or landslides, he urged them to shift to safer places.
While directives have been issued to all the district officers to remain in their respective posting places, the CM asked the disaster management director to coordinate with the district administration and get daily reports on the situation.

“ The bandh passed off peacefully as no any bandh related incident were reported from anywhere,” Capital Complex SP Hibu Tamang informed this daily. Meanwhile, BJP claimed that bandh was a total success in entire state except West Kameng.
In Tawang district BJP president Sharpu Lama and vice president Mr. Lama were arrested and later released. No untoward incident has been reported till filing of this report this evening from any district, the release said.

At Ruksin, the SDO office and other state government offices and banks remained closed while educational institutions, small shops and other business establishments were functioning as usual today. Arunachal to provide 3 more cylinders on subsidized rate
NEW DELHI, Sept 20: In accordance with the guidance and direction of UPA Chairperson Sonia Gandhi, the State Government has decided to provide three LPG cylinders on subsidized rates to the consumers of Arunachal Pradesh in addition to six LPG cylinders on subsidized rates already declared by the Government of India. This move would benefit 1,88,627 LPG consumers in the state.
Subsidy amounting to Rs. 360 (approx) per LPG cylinder shall be granted and total financial implication for the Government of Arunachal Pradesh would be Rs. 20.38 crores annually. Declaring this major relief to the citizens of the state, Chief Minister Nabam Tuki reiterated the commitment of his government in the state as well as the UPA government at the Centre towards welfare of the ‘aam aadmi’ and providing maximum relief to them.
Tuki also announced that his government has persuaded Indian Oil Corporation (IOC) to launch the Rajiv Gandhi LPG Vitrak Scheme to cover all the rural areas of the state. The Rajiv Gandhi Gramin LPG Vitrak Scheme would be a landmark project providing LPG at doorsteps of the rural consumers as well as protecting green cover in the state. He informed that IOC will start implementing the scheme very soon.
A cylinder generally costs about Rs. 700 in the market without subsidy, which is what families will have to pay if they want LPG over and above the cap of six fixed by the Government of India. However, consumers in Arunachal Pradesh will avail up to nine subsidized LPG cylinders, three more in addition to the cap of six cylinders per year.

ITANAGAR Sept 20: Time has arrived to declare Capital Complex officially as ‘garbage capital’. These days it has become impossible to walk around various markets of capital due to heap of garbage’s lying everywhere. Many of the residents of Itanagar and Naharlagun might disagree with me for terming capital complex as garbage capital because a section of people believes that the term ‘Crime Capital’ is more apt for Capital Complex.
In many markets and colonies department of urban development and housing has put up dustbins so that garbage is easily collected. Notices under “Help Us to Help You” has also been put near the dustbin informing citizens about how to use dustbin and need to keep city clean. Despite that it has been noticed that citizens tend to throw waste products outside dustbins. Most often people blame UD department for not keeping city clean but one should not forget their own moral duty too.
However, there is no doubt that UD department is found wanted in many places. In fact a joke is going around that ever since UD department came into existence capital complex has become dirtier.
UD department along with capital complex administration in collaboration with market and colony welfare committees should impose hefty fine against those citizens who are littering the streets of capital complex.
XIth Tadar Tang Memorial Football Tournament
16 teams confirm participation

ITANAGAR, Sept 20: Sixteen teams from the state, including new district Longding, have confirmed their participation in the XIth edition of the prestigious Tadar Tang Memorial State Level Soccer Tournament beginning at Rajiv Gandhi Stadium, Naharlagun on September 22.
However, the fresh flood in the state, especially eastern districts, has posed as great problem to many participating teams to reach the state capital as road communications to many districts have been cut off by the latest wave of flood. Five teams have arrived here till the filing of this report this evening and the rests are expected to arrive here tomorrow. Tirap, Changlang and Anjaw districts are not participating in the tournament.
Education Minister Bosiram Siram would attend the inaugural function to encourage the football players since sports sector has been accorded one of top priority sectors by the state government under the leadership of Chief Minister Nabam Tuki. Siram would be accompanied by Parliamentary Secretary Likha Saaya.
Expert suggests legislation for compulsory livestock vaccination
ITANAGAR, Sept 20: KK Sharma, senior scientist of Indian Coordinated Research Project on FMD, Regional Research Centre, AAU, Guwahati suggested for enforcing compulsory vaccination of cattle by bringing out a legislation by the state government to control the occurrence of foot and mouth disease (FMD) in animals.
Strict regulation should also be enforced on import of cattle and swine from other states to control the disease in the state, Sharma said while taking part in a seminar on FMD and Swine fever at Bomdila.
Organized by Department of Animal Husbandry, Veterinary and Dair Development department and sponsored by Arunachal Pradesh State Veterinary Council, this programme was a part of the continued veterinary education (CVE), an activities of professional efficiency development programme for the veterinarians. The District Veterinary Officers from 15 districts along with two Veterinary Officers each and the senior officers from Directorate office, Itanagar participated in the seminar to listen to the scientific discourse from learned scientist from the Faculty of Veterinary Science (AAU) Guwahati.
Dr. N Nahardeka, Professor cum Senior Scientist of AICRP on goat, AAU Guwahati delivered a lecture on prospect on goat rearing in Arunachal Pradesh. He gave preference on Assam Hill Goat for rearing in lower region of the state and Chegu, Gaddi and Changhangi breed of goat (goat found in hill areas of Himachal and J& K) in the higher regions of the state.
Dr. Nagendra Nath Barman, Professor, Deptt of Microbiology, College of Veterinary Science AAU Guwahati spoke on Swine Fever and its control measures.
Dr. B. Biswakarma presented a brief report on prevalence of infectious disease in livestock in Arunachal Pradesh in last five years and the steps taken by the Department to evolve a policy on animal migration control mechanism, cent percent vaccination of endemic pockets and also formation of immune belt along the border of Assam to control spread of disease.
The recommendations of the seminar will be sent to the Govt. of India as well as the State Government for use in policy formulation.
Earlier, Dr. Habung Taniya, Registrar State Veterinary Council explained the objective of Continued Veterinary Education for the Veterinarians in services which aims to improve the professional knowledge and competence among the veterinarians to provide quality services.
He requested field officer to be proactive and equipped with latest technical knowledge to face the challenge of disease that we are facing in containing the disease. He also gave emphasis on mass awareness campaign involving NGOs to control the disease.
Dr Nyokar Taipodia, highlighted on treatment and awareness camp in FMD affected places of Kalakthang, Morshing, Domkho, Shergaon and Thrizino where more than 600 cattle, mithun and yaks were treated.

According to Indian Meteorology report, the areas in East Siang witnessed 13 rainy days till date in the current months. The highest rainfall recorded on September 13 was 168.2 mm. The district received rainfall in July and August was 1628.1 mm and 479.6 mm respectively. The figures were 379.6 mm and 409.8 mm last year.
However, plenty downpour during the month of September is an abnormal phenomenon in the region and the people didn’t witness it for the last five years. The contrasting weather baffles experts as well as the laymen as it may create food crisis in the area.
The MET report said the continuous rainfall has occurred due to depression in the Bay of Bengal. MET forecast earlier revealed that the Bay of Bengal branch of Southwest Monsoon was heading towards NE region picking up more moisture from the Bay of Bengal and the winds arrived at the Eastern Himalayas with large amounts of rain. It was said that monsoon would remain active in NE region including Arunachal Pradesh from early July to first week of August this year. But, the experts have been observing that monsoon this time is active even after end of third week of September.

Preparation for mega Tawang festival
Tawang, Sept 20: A meeting regarding the preparations for the Mega Tawang Festival was held in the Conference hall of the Tawang deputy commissioner here yesterday.

Keep away from politics at school level, DC urges students
Ziro, Sept 20: Lower Subansiri Deputy Commissioner Taru Talo paid visit to Govt. Higher Secondary School , Ziro and interacted with the students, specially the students of class XI and XII, and advised them to guide and motivate the juniors in the school.
He advised them to main discipline and study hard to achieve success.
“This is the time to study. It is good to be aware of the political issues and scenarios around you, but keep yourself away from politics at the school level. Politics in the school will hamper the ambience and the learning environment of the institution” said Talo. at Changprong village today wherein the subject matter specialist on Plant Protection
dwelt at length on the importance and application of bio-
SMS on Agril Extension spoke on the importance of building capacity of SHG members on various farming activities.
Later in the discussion session, the resource person advised the farmers on different plant protection measures to be adopted to manage the pests and diseases prevailing in crop fields. Altogether 25 farmers participated in the training.
Voter registration training for master trainers
PASIGHAT, Sept 20: Voter registration training for master trainers of East Siang, Upper Siang and West Siang districts was conducted in the Conference Hall of Deputy Commissioner here today.
East Siang deputy commissioner R K Mishra while briefing the importance of the training said that the training will help in smooth preparation of the electoral rolls and bring transparency in the election process. He advised them to encourage and instill confidence in the minds of the voters to ensure more participation in the election process. Proper knowledge of the election process will help in smooth preparation of EPIC cards and conduct of free and fair elections, he said.
Training on Voters Registration, Constitutional and Legal provisions on registration, EPIC, Overseas & Service voters, SVEEP for Voters Registration etc. were imparted through power point presentation.
Group discussions and Course evaluation were the other activities of the occasion.

Rectify the mistakes

This is in reference to news item ‘APPDSU cries foul’( Sept 20) regarding residents of other district getting selected under Papum Pare rural quota for IRBn and APPBn constable posts conducted by Arunachal Pradesh Police.
The student body has raised very valid point. Papum Pare Rural quota is exclusively reserved for indigenous citizens of the district and therefore recruitment of people from other districts for seats reserved for indigenous citizen is very wrong. I myself had gone through the result in online and got shocked to see citizens of other districts got selected. We understand that Arunachal belongs to everyone but when it comes to job recruitment we can’t compromise as it is matter of right.
Papum Pare rural area is backward and many poor people live in these areas. There are places like Mengio which till now does not have proper road connectivity. The recruitment for APPBn/IRBn has provided job opportunities to many poor youths of Papum Pare rural areas. There opportunities are being taken away by people from other districts. This is wrong and it may set a wrong precedent. Also such kind of illegal recruitment process may anger the unemployed youths.
Papum Pare superintendent of police is himself a native citizen of Papum Pare rural and he should have never let such thing happened. Because of such kind of illegal recruitment that people doubt the entire process of police recruitment. Therefore, I support demand put by All Papum Pare District Students Union. APP should rectify the mistake before things go out of control.

Encroachment in Pasighat, the oldest town of Arunachal Pradesh, is a common sight. You won’t believe it, but believe me, it’s unbelievable that the town culture here would make everyone rich overnight if you have the guts to encroach more and more land. Even most obedient citizen would not mind to encroach government land, here everyone is free to encroach and occupy their favorite portion of land in town for any purpose that can only be explained by none other than encroacher itself. Encroaching a plot of government land is much more easier than to book a hotel room in Pasighat.
Fortunately, in the heart of town you can find a large green paddy field producing large amount of oxygen which is miraculously excluded from municipal area and becomes a mystery to every one.

Emission control measures
Scientists identified 14 emission control measures that, when applied together, could reduce global warming by around 0.5 degrees Celsius by 2050, avoid up to 4.7 million premature deaths, and boost crop yields by up to 135 million metric tonnes by 2030.
Both black carbon and methane in the atmosphere warm the climate, and black carbon is dangerous to health when inhaled. Methane is also responsible for boosting the production of ozone — a gas that is useful for life on Earth when high up in the atmosphere where it screens some of the sun's radiation, but is dangerous lower down in the atmosphere where it damages plants, reducing agricultural productivity, and human health.
The range of technological and regulatory measures, include targeting methane emissions from livestock and rice farming, and black carbon emissions from cooking stoves. The estimated benefits of cutting these emissions would far outstrip the costs of doing so, the authors said.
South Asia and central Africa would reap the most health benefits and the Middle East would see the best yield improvements. This is because black carbon does not disperse evenly throughout the atmosphere and so cutting its emissions also has different regional effects.
China and India combined could grow 20 million extra tonnes of crops as a result. Brazil, Pakistan and the United States would also see great gains. Overall, gains could be worth around US$8 billion per year globally, the scientists claim.
Because black carbon, methane and ozone have short lifetimes, cutting them brings a quicker climate and health response than cutting CO2 emissions.
