Arunachal flood situation worsens, Govt sounds red alert

Student drowns in Balijan river, 6 relief camps set up in Lohit

Tezu, Sept 20: Overall flood situation in Lohit remains grim for the consecutive second day today. One person has been swept away by flood water of Balijan river and altogether 6 number of relief camps have been setup in the district. Tezu  is  still  cut  off  from  rest  of  the  country.

According to official report, one Bablu Nath, 22, a B Com student of Sunpura has drowned in flood water of Balijan river yesterday night. His body was recovered today with the help of 186 CRPF jawans. The incident occurred when the vehicle carrying  an 8-member relief and recue team including Nath skidded off the road due to gushing flood water of Balijan river. The team was on their way to VKV for rescue of students.  Seven  members of team,   however,  swam  ashore  safely  but  Late Nath  could  not  and has been swept away by Balijan flood water.

On the other hand, 31  people  were  rescued  from the  flood  of  Balijan  river  in  Sunpura  circle  by  a  contingent  of  186  CRPF led  by  R K Gupta,  Deputy  Commandant  and  Tezu SP Kuruvilla today. A total of 94  students  of  VKV Sunpura  have  been  shifted  to  VKV Tafragam  as  the  school  and  hostel  buildings  at  Sunpura has  been  inundated  by flood water. One relief  camp  has  been opened  there  for affected  people. Govt officers are  camping  there  to  take  all  necessary  arrangement.

Meanwhile, Parliamentary secretary, PHED Karikho Kri along with Deputy Commissioner  R K Sharma  visited  Sunpura  circle  and  took  stock  of the  flood  situation. All  necessary steps  are  being  taken  and  strict  vigil  is  maintained.

In Chowkham  circle  water  level  of  Lohit,  Kamlang  and  their  tributaries is on  rising  trend  and  crossed  the  previous  highest  level  of  June last. Alubari,  Nopatia,  Mabira , Morapat  and  its  adjoining  villages  are  totally  cut  off  as  water  of  Lohit  and  Sibiri  has  been  continuously and rapidly  increasing. In  Lekang  circle  35  houses are submerged  at  New  Silatoo  village  due  to  overflow  of  Noa Dihing  river. The local MLA C T Mein, whose house is also submerged in flood water, is monitoring the situation.  In  Dharmpur  area  also  flood  water  entered  into  38  houses.  Affected  people  are  shifted  to  safer  places  like  school  buildings. Flood  water  caused  damage to  the  newly  constructed  embankment  and  entered  into  the  agricultural  field.

In  Namsai  circle  Menkengmiri, Jona  and  its  adjoining  areas  are  affected by flood  and  erosion.

ADC  Namsai  alongwith  officers  of  water resources department, other  officials and  public  leaders are monitoring  the  situation  there.

Altogether five number of   relief  camps  have  been  setup  in  Namsai. Services  of  9th  ITBP  and  186th Bn CRPF have  been  requisitioned  for  relief  and  rescue  operations. They have been extending all help and assistance to civil administration.

Continuous heavy down pour in Bordumsa circle as well as upstream of Nao-Dehing river triggered flood at Bijoypur –I and II. Around 200  families  mildly  affected  by  surging  flood   water  and  the area  remained  cut off  from  rest  of  world  since  yesterday.   About 30  hectare  of cultivable  land along with  standing  crops/horticulture garden has been destroyed by flood water. Surging  flood  was also inundated  NEC road in several location.

Additional Deputy Commissioner Kento Riba rushed to the flood affected area early  this morning  and  took  the  stock  of  flood  situation. He interacted with the flood victims and alerted them to move to the safer places with live stocks  to avert any flood related incident. A board is being constituted to assess the losses/damage caused by flood.

Ten quintal of rice and one quintal of salt  have already been dispatched  to flood victims as an immediatel relief.  The administration is constantly monitoring the situation.

In East Siang district,  continuous downpour since last few days has left a trail of damages.

Meanwhile, the East Siang Deputy Commissioner R K Mishra in an emergency meeting today directed heads of all the departments to extend cooperation with man and materials and make use of the Disaster Management control room at his office.  Informing that the district  administration is  well prepared to face any emergency situation, he instructed all the officers not to leave station without intimating the district administration. He further instructed the BRO, PWD, DUDA etc. to work on war footing specially to clear the water logging in different parts and colonies of Pasighat town. The Deputy Commissioner also instructed all concerned departments to immediately asses the losses.

It is worth mentioning here that Pangin-Pasighat (PP) road which connects East Siang with Upper Siang and West Siang  remain cut off due to heavy landslides at Sirki,14 mile, Kalamati area etc. The approach road of the bridge over Poglek river has been washed away and due to landslides in Korang and Koyu area the Pasighat- Ledum-Tene- Koyu (PLTK) road is also blocked.

Oni Jamoh EE(PWD) and Togram Yirang ZPM informed that road communication in Mebo-Dhola road has been completely disrupted as the approach roads of bridges over Kadang Korong, Ngopok Korong, Sibya Korong,Sigar bridge,Taro Tamak etc. have been damaged. Some construction machineries at the bridge sites have been submerged. Bridges over Peneng near Mikong,Sille near Niglok,culvert over Birem Nallah near Linka village etc. has also been damaged. Reports of such damages has also been received from Nari Sub –Division.

Huge area of standing crops has been submerged by flood water and flood water also eroded the paddy fields of Yagrung,Tekang,Takilalung, Sibut,Runne villages.

The overflowing waters of Sibokorong is eroding and inundating near Boying village which threatens Pasighat Town. Genom Perme EE(WRD) informed that most of the  headwork and channels of major MICs in the district has been washed away or damaged causing destruction to the standing crops.

Due to major landslide at Rengging village, the primary school is on the verge of collapse.

Education Minister Bosiram Siram Minister is constantly monitoring the situation and is in constant touch with the district administration and other departments. He has instructed all to work on war footing to mitigate the sufferings of the people.

Incessant rainfall during last one week has also badly affected the road communication  under Sagalee subdivision.   Doimukh-Sagalee Road, Sagalee-Saking road enroute Parang and Silsangso circle headquarter, Toru-Pithnallah, Dedollo-Leporiang, Leporiang-Resing and many other village links roads are severely affected by landslide triggered by heavy downpour.   Men and  machineries are pressed into service and road restoration work is progressing on war footing.

Gushing flood water from upper reaches also inundated Sagalee township. The  retaining wall of the under construction circuit house has been washed away, according to an official release.

 

 

Meanwhile, continuous and heavy downpour in recent weeks has again prompted Chief Minister Nabam Tuki to sound red alert across the state.

Expressing concern over reports of heavy floods and damages in Lower Dibang Valley, Changlang and Lohit districts, Tuki, who is in the national capital, today directed placement of Rs 10 lakhs each with the deputy commissioners and Rs 5 lakhs each to independent Additional Deputy Commissioners of those districts for immediate relief measures. The chief minister further directed constitution of disaster management and mitigation cells in the districts to monitor the situation and launch rescue and relief operations as and when needed. He has also ordered for opening of relief camps wherever necessary.  

Tuki is in constant touch with officials concerned and the state police since reports of flood, landslides and disruption of communication poured in from across the state following heavy rains.

On the directives of the Chief Minister, the Chief Secretary has issued strictures to all administrative officers, including deputy commissioners, police and district officers in the districts to remain alert as well as assess the situation immediately and submit their reports. Similar orders have been also dispatched to the Disaster Management department to alert all the District Disaster Management officers in the districts. The department has been asked to coordinate with the police and the medical department to provide immediate relief and aid to the people affected areas. Tuki called upon the people, especially those residing in vulnerable areas, to remain alert and adopt immediate preventive and safety measures. To those who are residing in lowland areas, which are dangerously prone to inundation or landslides, he urged them to shift to safer places.

While directives have been issued to all the district officers to remain in their respective posting places, the CM asked the disaster management director to coordinate with the district administration and get daily reports on the situation.  

 

Governor, CM mourn death of a student

Meanwhile, Governor of Arunachal Pradesh General (Retd) J.J. Singh has expressed shock and grief over demise of Bablu Nath who was washed away by flood water at Sunpura in Lohit district. The 22-year-old Bablu was swept away by flood waters while on a rescue operation.

While expressing his heartfelt condolence to the bereaved family, Governor said that the supreme sacrifice of Late Nath will always be remembered by people of Arunachal Pradesh.  

 Chief Minister Nabam Tuki has also expressed grief on the demise of a B.Com student, Bablu Nath.

Announcing an ex-gratia of Rs 1.5 lakhs to the bereaved family members, Tuki lauded the young man, who sacrificed his life for people in need.

He said, “Though it is an irreparable loss to the family, they need to take solace and pride on the fact that Bablu did the ultimate of gifting his life for a noblest of all deeds.”

Bablu was the son of Motin Nath, who is an employee in the Sunpura Power House.

 

 

Bharat bandh hits life in Arunachal

ITANAGAR, Sept 20: The 12-hr Bharat bandh called by the Bharatiya Janata Party (BJP) and other opposition parties to protest FDI in retail, diesel price hike and LPG capping crippled normal life in Arunachal today.

In the state capital, State BJP along with its frontal wings and Mahila Morcha took out to the street and burnt the effigies of Prime Minister Manmohan Singh and Congress (I) president and UPA Chairperson, Sonia Gandhi near bank Tinali shouting slogans, like “Jab jab Congress ayi- mahanghai layi”, “Congress ka haath; aam aadmi ke saath biswashghat,” a BJP release said.

In Itanagar and its adjoining areas, markets, shops, educational institutions, banks and private offices remained closed, while all sort of private and public vehicles were off the roads, police said. However, few govt and police vehicles were seen plying on the road with security. Attendances in government offices were recorded thin.

Elaborate security arrangements were put in place with security personnel deployed on the city streets and at vital installations and vulnerable areas across the state, sources said.

“ The bandh passed off peacefully as no any bandh related incident were reported from anywhere,” Capital Complex SP Hibu Tamang informed this daily.  Meanwhile, BJP claimed that bandh was a total success in entire state except West Kameng.

In Tawang district BJP president Sharpu Lama and vice president Mr. Lama were arrested and later released. No untoward incident has been reported till filing of this report this evening from any district, the release said.

People’s Party of Arunachal (PPA), the lone regional party in the state also joined the Bandh.

State BJP General Secretary (In-Charge Org.) Tai Tagak and State General Secretary (In-charge Prog.) Dominic Tadar expressed gratitude to the people of Arunachal Pradesh, including farmers, workers, women, youths and students, transporters, shopkeepers, traders and Chamber of Commerce, civil society, NGOs/VOs for their whole hearted support and cooperation and active participation during the bandh for a common cause.

Our Ruksin Correspondent adds: Bharat bandh sponsored by BJP and other political parties today affected normal life in East Siang including Ruksin and Pasighat.

At Ruksin, the SDO office and other state government offices and banks remained closed while educational institutions, small shops and other business establishments were functioning as usual today. All types of vehicles, excepting some private vehicles and good carriers, kept off the road during the bandh hours.

At Pasighat, attendance in the government offices were thin and shops in the township remained closed during the bandh hours.

No bandh related untoward incident has been reported so fare from any parts of the district.

Meanwhile, Arunachal Pradesh Congress Committee, in a statement, termed the bandh an attempt to divert the attention of the nation instead of discussing issues in the Parliament, particularly the coal block issue. “BJP has no issue and trying to give colour to non-issues, APCC general secretary TC Tok said.

 

 

 

Major relief to LPG consumers

Arunachal to provide 3 more cylinders on subsidized rate

NEW DELHI, Sept 20: In accordance with the guidance and direction of UPA Chairperson Sonia Gandhi, the State Government has decided to provide three LPG cylinders on subsidized rates to the consumers of Arunachal Pradesh in addition to six LPG cylinders on subsidized rates already declared by the Government of India. This move would benefit 1,88,627 LPG consumers in the state.

Subsidy amounting to Rs. 360 (approx) per LPG cylinder shall be granted and total financial implication for the Government of Arunachal Pradesh would be Rs. 20.38 crores annually. Declaring this major relief to the citizens of the state, Chief Minister Nabam Tuki reiterated the commitment of his government in the state as well as the UPA government at the Centre towards welfare of the ‘aam aadmi’ and providing maximum relief to them.

Tuki also announced that his government has persuaded Indian Oil Corporation (IOC) to launch the Rajiv Gandhi LPG Vitrak Scheme to cover all the rural areas of the state. The Rajiv Gandhi Gramin LPG Vitrak Scheme would be a landmark project providing LPG at doorsteps of the rural consumers as well as protecting green cover in the state. He informed that IOC will start implementing the scheme very soon.

A cylinder generally costs about Rs. 700 in the market without subsidy, which is what families will have to pay if they want LPG over and above the cap of six fixed by the Government of India. However, consumers in Arunachal Pradesh will avail up to nine subsidized LPG cylinders, three more in addition to the cap of six cylinders per year.

 

 

Is the state Capital turning into a garbage town ?

ITANAGAR Sept 20: Time has arrived to declare Capital Complex officially as ‘garbage capital’. These days it has become impossible to walk around various markets of capital due to heap of garbage’s lying everywhere. Many of the residents of Itanagar and Naharlagun might disagree with me for terming capital complex as garbage capital because a section of people believes that the term ‘Crime Capital’ is more  apt for Capital Complex.

In many markets and colonies department of urban development and housing has put up dustbins so that garbage is easily collected. Notices under “Help Us to Help You” has also been put near the dustbin informing citizens about how to use dustbin and need to keep city clean. Despite that it has been noticed that citizens tend to throw waste products outside dustbins. Most often people blame UD department for not keeping city clean but one should not forget their own moral duty too.

However, there is no doubt that UD department is found wanted in many places. In fact a joke is going around that ever since UD department came into existence capital complex has become dirtier.

UD department along with capital complex administration in collaboration with market and colony welfare committees should impose hefty fine against those citizens who are littering the streets of capital complex.

 

 

XIth Tadar Tang Memorial Football Tournament

16 teams confirm participation

ITANAGAR, Sept 20: Sixteen teams from the state, including new district Longding, have confirmed their participation in the XIth edition of the prestigious Tadar Tang Memorial State Level Soccer Tournament beginning at Rajiv Gandhi Stadium, Naharlagun on September 22.

However, the fresh flood in the state, especially eastern districts, has posed as great problem to many participating teams to reach the state capital as road communications to many districts have been cut off by the latest wave of flood. Five teams have arrived here till the filing of this report this evening and the rests are expected to arrive here tomorrow. Tirap, Changlang and Anjaw districts are not participating in the tournament.

Education Minister Bosiram Siram would attend the inaugural function to encourage the football players since sports sector has been accorded one of top priority sectors by the state government under the leadership of Chief Minister Nabam Tuki. Siram would be accompanied by Parliamentary Secretary Likha Saaya.

 

 

Expert suggests legislation for compulsory livestock vaccination

ITANAGAR, Sept 20: KK Sharma, senior scientist of Indian Coordinated Research Project on FMD, Regional Research Centre, AAU, Guwahati suggested for enforcing compulsory vaccination of cattle by bringing out a legislation by the state government to control the occurrence of foot and mouth disease (FMD) in animals.

Strict regulation should also be enforced on import of cattle and swine from other states to control the disease in the state,  Sharma said while taking part in a seminar on FMD and Swine fever at Bomdila.

Organized by Department of Animal Husbandry, Veterinary and Dair Development department and sponsored by Arunachal Pradesh State Veterinary Council, this programme was a part of the continued veterinary education (CVE), an activities of professional efficiency development programme for the veterinarians.  The District Veterinary Officers from 15 districts along with two Veterinary Officers each and the senior officers from Directorate office, Itanagar participated in the seminar to listen to the scientific discourse from learned scientist from the Faculty of Veterinary Science (AAU) Guwahati.

Dr. N Nahardeka, Professor cum Senior  Scientist of AICRP on goat, AAU Guwahati delivered a lecture on prospect on goat rearing in Arunachal Pradesh. He gave preference on Assam Hill Goat for rearing in lower region of the state and Chegu, Gaddi and Changhangi breed of goat (goat found in hill areas of Himachal and J& K) in the higher regions of the state.

Dr. Nagendra Nath Barman, Professor, Deptt of Microbiology, College of Veterinary Science AAU Guwahati spoke on Swine Fever and its control measures.

Dr. B. Biswakarma presented a brief report on prevalence of infectious disease in livestock in Arunachal Pradesh in last five years and the steps taken by the Department to evolve a policy on animal migration control mechanism, cent percent vaccination of endemic pockets and also formation of immune belt along the border of Assam to control spread of disease.

The recommendations of the seminar will be sent to the Govt. of India as well as the State Government for use in policy formulation.

Earlier, Dr. Habung Taniya, Registrar State Veterinary Council explained the objective of Continued Veterinary Education for the Veterinarians in services which aims to improve the professional knowledge and competence among the veterinarians to provide quality services.

He requested field officer to be proactive and equipped with latest technical knowledge to face the challenge of disease that we are facing in containing the disease. He also gave emphasis on mass awareness campaign involving NGOs to control the disease.

Dr Nyokar Taipodia, highlighted on treatment and awareness camp in FMD affected places of Kalakthang, Morshing, Domkho, Shergaon and Thrizino where more than 600 cattle, mithun and yaks were treated.

The seminar was inaugurated by Rinchin Tashi, the Deputy Commissioner of West Kameng District.

 

 

Incessant rain cripples life in Siang valley

RUKSIN, Sept 20: Chopper Service between Pasighat and Tezu has been suspended temporarily due to inclement weather since yesterday.

Normal life in Siang Valley and adjoining Lower Dibang Valley has been paralysed due to heavy rains. Rain also caused massive damage to urban and sub-urban roads, standing crops and irrigation channels.

Road communication along Pasighat-Panging highway and Koyu-Kora road remained disrupted as restoration work could not be taken up due to inclement weather.

According to Indian Meteorology report, the areas in East Siang witnessed 13 rainy days till date in the current months. The highest rainfall recorded on September 13 was 168.2 mm. The district received rainfall in July and August was 1628.1 mm and 479.6 mm respectively. The figures were 379.6 mm and 409.8 mm last year.

However, plenty downpour during the month of September is an abnormal phenomenon in the region and the people didn’t witness it for the last five years. The contrasting weather baffles experts as well as the laymen as it may create food crisis in the area.

The MET report said the continuous rainfall has occurred due to depression in the Bay of Bengal. MET forecast earlier revealed that the Bay of Bengal branch of Southwest Monsoon was heading towards NE region picking up more moisture from the Bay of Bengal and the winds arrived at the Eastern Himalayas with large amounts of rain. It was said that monsoon would remain active in NE region including Arunachal Pradesh from early July to first week of August this year. But, the experts have been observing that monsoon this time is active even after end of third week of September.

Heavy rainfall during first week of this month dampened spirit of Solung festival in the area and it also dampened the joy of Biswakarma puja.

 

 

Preparation for mega Tawang festival

Tawang, Sept 20: A meeting regarding the preparations for the Mega Tawang Festival was held in the Conference hall of the Tawang deputy commissioner here yesterday.

Sonam Chombay, Secretary Tourism while briefing the main motive of organizing such festival, said “It is because of such events that Tawang today have become a famous tourist destination. Sonam also stressed for better coordination among the populace of the district to make the festival a successful one.

“Despite financial constrain, the Government has approved for the Tawang festival which will be held annually. So the administration must be very realistic and rational in framing the estimates for the festival without compromising on quality,” said Sonam while urging the members of different sub-committees of the festival to draw a check list, plan of action and submit the estimates for the approval of the government.

Tawang the DC Kemo Lollen urged all the members present to work sincerely and with dedication so as to make Tawang a global tourist destination. Lollen also stressed on better management and coordination among the members so as to make this event a successful one.  

Tsetan Chombay, President YUVA Arunachal, who has been appointed as the Festival Director, gave a power point presentation and outline structure of the events for the festival. He urged for suggestions and feedback from the members regarding the events/programmes.

The meeting discussed in length the preparations/suggestions with respect to the festival.

It is to be mentioned here that Minister for RWD & Tourism Pema Khandu, in a meeting here on Septometer 10 announced that the 5 days Tawang Festival, 2012 (previously called Buddha Mahotsav) would be held from 26 to 30 October at Tawang. Cultural shows, exhibition and food stalls, adventure sports and showcasing of various tourist and religious places of the district would be the main attractions of the event. DIPRO

WAKRO,  Sept 20: “When you boil carrot, it softens, eggs when boiled harden and the coffee beans spread their colour in the entire water if boiled. Spread your inner joy all around even in adverse situations like the coffee beans” said His Holiness Sri Sri Anubhavananda as he appreciated the Apnes who braved extreme bad weather in conducting their annual day celebration successfully yesterday.

Appreciating the harmony of the KGBV and Apnes the saint who gave away the Apna Annual Academic Awards, expressed satisfaction that the ASSET is grooming the children in right direction.

To the delight of the Apnes, staff and the general public Anu Swamiji blessed the AVB in a confident assurance saying, “The Apna Vidya Bhavan is bound to be one of the best schools in the world.” He further assured that the school will grow leaps and bounds and that he will ensure that the urgent infrastructural and other needs of the school are provided for.

Anu Swamiji dedicated the 7th and 8th classrooms of the Apna Vidya Bhavan, constructed by Arun K Lal and Vikram Daiya. Swamiji also laid the foundation for the Maiyya Shaanta Girls Hostel in the presence of Col S B Mishra, CO 12 Assam, Savita Nagananda, and Patam Rangmang, ZPM. The hostel will be built out of the assistance provided by Savita Nagananda of Mumbai.

Savita who is inspired by saintly mother Maiyya Shaanta of Amravati, lauded the school and management for the good job done. Maiyya Shaanta has been closely interacting with and guiding Anugrah.

Col S B Mishra, CO 12 Assam, who witnessed the determination of the Apnes in going ahead conducting the school function in spite of the extremely hostile weather with rain pouring for the past one week appreciated the Apnes saying “ I cannot motivate these young energetic Apnes as they are adequately self motivated lot.” The Commanding Officer also gave away annual sports awards.

MLA donates one ambulance and a hearse vehicle

KHONSA, Sept 20: One Ambulance and a Hearse vehicle (body carrier) was flagged off today at District Hospital Khonsa by MLA Kamthok Lowang in presence of SP Khonsa Vikramjit Singh and other Heads of department. The ambulance and the hearse vehicle were donated by Lowang from his MLALD fund.

Speaking on the occasion, Dr. K. Perme, DMO in-charge informed the huge gathering that patients dying at District Hospital Khonsa by and large are poor people coming from far flung village and hence it will be a great boon for the people of Tirap including newly created Longding district.

The ceremony was followed by fruit, snacks distribution and a feast to the indoor patients of the Hospital which the MLA had sponsored.

Later, at an interactive meeting, reacting to some of the acute problems faced by Health workers the MLA told the gathering that he was well aware of the acute shortage of manpower in the hospital and effort to solve the crisis was not only his responsibility but from all corners. He requested the staff members not to compound the problem by remaining absent from duty. He assured that top priority shall be given for regular water and electricity supply in the hospital.

Parl. Secy inaugurates school at Lazu

Parliamentary Secretary DoTC and SWWCD Yumsen Matey inaugurated a school building and a community hall amidst a huge gathering at Lazu circle headquarters yesterday.

Later a meeting was held with Rajas, GBs, PR Leaders and public of Lazu circle, Matey asked the teachers, students and parents to accord top priority to studies adding that no society would make any headway without education.

Speaking on the occasion MLA Kamthok Lowang lauded the effort of Lazu MLA and asked the people to extend their fullest co-operation to him so that he could bring more development. Road communication and transportation system in Upper Siang

Road plays a vital role in socio economic development of a country or state. No one can imagine any development without a well-developed road communication and transportation services.

The present condition of the road communication in Upper Siang can easily be judged by going through this article.

The 'Yingkiong-Mariyang Road' was constructed way back in 1971-72. This 52-km-long road, connecting, Mariyang, the sub-divisional headquarters is yet to be  black-topped. There is no maintenance of drain, culvert etc. Jungles on the roadside are never cleared. Barring some passenger carrying Tata Sumos, no heavy vehicle like bus, truck can ply on  this ill-maintained road. The road seems to be parent-less despite existence of two PWD divisions - one at Mariyang and another at Yingkiong.

Over the last 29 years, the condition of the road remained more or less the same except construction of few culverts and steel suspension bridges at Lakru over Yamne river. The road from Mariyang to Mopom/Adipasi via Damro is a bit better than Yingkiong-Mariyang road. The worst stretch is from Sili to Mopom via Padu. The PMGSY road from Mopom to Adipasi (Sibuk) is good till date. The PMGSY road from landslide hit Geku to Katan started deteriorating due to lack of maintenance.

The shortest inter-district headquarters road connection between Yingkiong and Pasighat is possible from Zeru to Yingkiong via Katan,  Sumsing linking BRO main road at Geku which has approximate distance of 88 km which is shorter than distance between Yingkiong and Pasighat via Mariyang (132 km) and Yingkiong and Pasighat via Pangin  (168 kms). Only two villages  under Mariyang-Geku constituency, namely Pongging and Pekimodi are left unconnected by land road.

The Tuting-Yingkiong assembly segment has the vast geographical extent than the Geku- Mariyang and is divided into mainly two banks, left bank and right bank by Siang river. Right from Jengging bordering East Siang, the BRO road is reaching upto Tuting- Gelling passing through Karko, Gosang, Ramsing, Moying, Bomdo, Janbo, Mossing, Migging, Panggo, Ningging villages and then Tuting and Gelling.

The road is narrow but the process is being initiated for widening the road by the authority concerned. Few villages of the left bank still remained unconnected by land road. Right from Yingkiong, the PWD katcha motorable road is reaching upto Likor village via Gette and Pugging. A new earth-cutting construction is in progress from Likor to Palling. From Palling to Hingging, Angging, Zido, Ngamying, Kugging, Nyereng, Payindem, Yortung, Mankota, Deokota, Tasigong, Silipu, Simuge, Old Singa, Singa and Simuli there is no road connectivity.

Unless the BRO comes forward to construct the road in the greater interest of the public, particularly the people living in this remote and backward area, the dream will remain a distant dream.

The common public have more faith on BRO, the largest road executing agency in the country, than the state PWD. The people also opined that maintenance fund provision should be given for the road where State Trans-Highway construction agency/company has not yet started the earth cutting work.

Further, if an inter-district  road is constructed from Damro to Anini covering the areas Daaseng, Geymik, Geyro, Pesang Yorbe, Diti etc., it would definitely help exploit and utilize the forest resources of the said area which would boost the economic condition of the people and earn revenue for the state government. Some of the areas can also be declared as “National Wildlife Sanctuary' or 'National Park' etc.

This area can be termed as 'Hidden Land' or 'Undiscovered Land' as no officer/bureaucrat, technocrat, public leader, VIP, VVIP have ever visited there because of unavailability of road.

‘Remove illegal structures from RoW’

ITANAGAR Sep 20: The Capital Complex District Magistrate accompanied by Chief Estate Officer-cum-ADM, ADC, EAC (Jud), CO Naharlagun, EE Highway Division, PWD, Nirjuli and other officers visited the sites on Sept 17 where illegal encroachments has been done within right of Way (RoW) of NH52-A at Naharlagun area from A Sector to Barapani.  During the site inspection, it was noticed that numerous constructions of temporary structure, Semi-permanent and RCC structure have come up within RoW. A notice was affixed on the spot to remove the illegal structures on or before Sept 27, otherwise, it would be removed by District Administration without further notice.

 

Training programme on disease management for farmers

ITANAGAR, Sept 20: A day-long training programme on ‘Diseases Management of Rice crop was organized on request of farmers by KVK Upper Siang at Kumku Dere here today.

The paddy crops in the area are affected by Bacterial leaf blight and other diseases like Helminthosporium leaf spot, Blast, Sheath Blight. Subject matter specialist Dr. Tasso Tabin educated the farmers about disease symptoms and their management.

The chief coordinator of Farmer Club and ASM of the village urged the concern departments and MLA to assess the ground situation and extend financial assistance to affected farmers. The club members expected more cooperation from other departments in solving the problem of farmers of Kumku in particular and Upper Siang in general. The special programme was attended by all the panchayat members and around 70 to 80 farmers.

 

Hardcore NSCN cadre nabbed

ITANAGAR, Sept 20: Assam Rifles (AR) yesterday apprehended a hard-core NSCN (IM) cadre in Tirap.

A well planned operation by AR personnel was carried out in Deomali which led to the apprehension of SS Pvt Somiya Tangkhaul, Naga Army (No. 40458). Extortion note signed by SS Col Hormi Tangkhul and a mobile phone along with sim card were recovered from the cadre. SS Pvt Somiya Tangkhul is a resident of Hungdung village of Ukhrul dist, Manipur.

 

Universal Brotherhood Day celebrated

Keep away from politics at school level, DC urges students

Ziro, Sept 20:  Lower Subansiri Deputy Commissioner Taru Talo paid visit to Govt. Higher Secondary School , Ziro and interacted with the students, specially the students of  class XI and XII, and advised them to guide and motivate the juniors in the school.

He advised them to main discipline and study hard to achieve success.

“This is the time to study. It is good to be aware of the political issues and scenarios around you, but keep yourself away from politics at the school level. Politics in the school will hamper the ambience and the learning environment of the institution”  said Talo. To address to your grievances there is a student welfare and management committee, he informed the students and asked them to concentrate more on their academic activities.

He also extended his full support to encourage and help the school emerge as an ideal learning place.

Training on bio pesticides

Tawang, Sept 20:  Krishi Vigyan Kendra (KVK), Tawang conducted training for the farmers at Changprong village today wherein  the subject matter specialist on Plant Protection dwelt at length on the importance and application of bio-pesticides in different crops.

SMS on Agril Extension spoke on the importance of building capacity of SHG members on various farming activities.

Later in the discussion session, the resource person advised the farmers on different plant protection measures to be adopted to manage the pests and diseases prevailing in crop fields. Altogether 25 farmers participated in the training.

 

Voter registration training for master trainers

PASIGHAT, Sept 20: Voter registration training for master trainers of East Siang, Upper Siang and West Siang districts was conducted in the Conference Hall of Deputy Commissioner here today.

East Siang deputy commissioner R K Mishra while briefing the importance of the training said that the training will help in smooth preparation of the electoral rolls and bring transparency in the election process. He advised them to encourage and instill confidence in the minds of the voters to ensure more participation in the election process. Proper knowledge of the election process will help in smooth preparation of EPIC cards and conduct of free and fair elections, he said.

Training on Voters Registration, Constitutional and Legal provisions on registration, EPIC, Overseas & Service voters, SVEEP for Voters Registration etc. were imparted through power point presentation.

Group discussions and Course evaluation were the other activities of the occasion.

The training was attended by EROs and AEROs of the three district.

Rectify the mistakes

Dear Editor,

This is in reference to news item ‘APPDSU cries foul’( Sept 20) regarding residents of other district getting selected under Papum Pare rural quota for IRBn and APPBn constable posts conducted by Arunachal Pradesh Police.

The student body has raised very valid point. Papum Pare Rural quota is exclusively reserved for indigenous citizens of the district and therefore recruitment of people from other districts for seats reserved for indigenous citizen is very wrong. I myself had gone through the result in online and got shocked to see citizens of other districts got selected. We understand that Arunachal belongs to everyone but when it comes to job recruitment we can’t compromise as it is matter of right.

Papum Pare rural area is backward and many poor people live in these areas. There are places like Mengio which till now does not have proper road connectivity. The recruitment for APPBn/IRBn has provided job opportunities to many poor youths of Papum Pare rural areas. There opportunities are being taken away by people from other districts. This is wrong and it may set a wrong precedent. Also such kind of illegal recruitment process may anger the unemployed youths.

Papum Pare superintendent of police is himself a native citizen of Papum Pare rural and he should have never let such thing happened. Because of such kind of illegal recruitment that people doubt the entire process of police recruitment. Therefore, I support demand put by All Papum Pare District Students Union. APP should rectify the mistake before things go out of control.

The government property is public property !!!

Dear Editor,

Encroachment in Pasighat, the oldest town of Arunachal Pradesh, is a common sight. You won’t believe it, but believe me, it’s unbelievable that the town culture here would make everyone rich overnight if you have the guts to encroach more and more land. Even most obedient citizen would not mind to encroach government land, here everyone is free to encroach and occupy their favorite portion of land in town for any purpose that can only be explained by none other than encroacher itself. Encroaching a plot of government land is much more easier than to book a hotel room in Pasighat.

Fortunately, in the heart of town you can find a large green paddy field producing large amount of oxygen which is miraculously excluded from municipal area and becomes a mystery to every one.

Pasighat is a most lovable town, where building plots are offered only to rich and privileged class only, the possible reason may be that a poor unemployed youth cannot run the business upto public expectation. Pasighat glitteringly reflects the sign of unity and national integration as non-tribals here become land owners and local tribal Arunachalees purchase land from outsider(s) ! A government quarter once allotted, its surrounding becomes permanent plot for the occupant of the quarter. The saying that “the government property is public property” may be appropriate to mention here. My Pasighat has something for everybody, for public and government servant as well.

FDI and retail business

Dear Editor,

Through your esteemed daily I would like to oppose the FDI in retail sector. The government of India is keen on permitting FDI in the retail industry and many foreign or India-based foreign organizations may take part in these trading competitions that will kill the business of local trading community. The already existing super market culture has prevented the growth of small time retailers in urban, semi urban and rural areas. Retail trade contributes around 10-11 per cent of India’s GDP and currently employee over 4 cores peoples. Traditional form of low -cost retail trade, from the owners who are operating local shops and the general stores to the handcraft and pavement vendors together form the bulk of this sector.

The most important factor which is against allowing FDI in retail sector is that small traders will not able to compete with the big players and thus cease to exist. It is assumed that initially foreign stores would keep the prices of their products low in order to attract their customers & eliminate their competitors. But with the time they would establish their monopoly in Indian markets & hence quality and price of products would be compromised. It would be like “Bringing back East India Company.

Also in a country like India where millions of people are semi-skilled, it is the retail sector which offers them source of earning as one can easily open a small shop with a little capital, whereas this FDI will cause an unemployment problem and give a violent blow to small-scale entrepreneurship, as the small traders would make a forced exit. The government should understand that before approving any policy reform in the retail sector it must create jobs in other sectors which can accommodate these people.

Emission control measures

Scientists identified 14 emission control measures that, when applied together, could reduce global warming by around 0.5 degrees Celsius by 2050, avoid up to 4.7 million premature deaths, and boost crop yields by up to 135 million metric tonnes by 2030.

Both black carbon  and methane in the atmosphere warm the climate, and black carbon is dangerous to health when inhaled. Methane is also responsible for boosting the production of ozone — a gas that is useful for life on Earth when high up in the atmosphere where it screens some of the sun's radiation, but is dangerous lower down in the atmosphere where it damages plants, reducing agricultural productivity, and human health.

The range of technological and regulatory measures,  include targeting methane emissions from livestock and rice farming, and black carbon emissions from cooking stoves. The estimated benefits of cutting these emissions would far outstrip the costs of doing so, the authors said.

South Asia and central Africa would reap the most health benefits and the Middle East would see the best yield improvements. This is because black carbon does not disperse evenly throughout the atmosphere and so cutting its emissions also has different regional effects.

China and India combined could grow 20 million extra tonnes of crops as a result. Brazil, Pakistan and the United States would also see great gains. Overall, gains could be worth around US$8 billion per year globally, the scientists claim.

Because black carbon, methane and ozone have short lifetimes, cutting them brings a quicker climate and health response than cutting CO2 emissions.

Energy industry is the largest methane, black carbon and also carbon dioxide emitter.

Relying on short-term reductions from ozone gases and black carbon is not a complete solution. What is needed is combine approach with long-term carbon reduction schemes.
